Sleeping rough in winter

We operate an emergency protocol for rough sleepers during periods of extreme cold weather

Severe Weather Emergency Protocol (SWEP)

During periods of extreme cold weather, we operate a Severe Weather Emergency Protocol (SWEP).

This is triggered when the night time temperature is predicted to be zero degrees celsius or below, for three consecutive nights.

When the SWEP is triggered, we will provide emergency accommodation for any person sleeping rough in the district so that it can prevent unnecessary deaths during the cold snap.

Folkestone Churches Winter Shelter

The Folkestone Churches Winter Shelter will open on Monday 5 December 2016 and will run until Sunday 26 February 2017.

Opening times

Venues are open to you between 7:30pm-8:00pm and you will be asked to leave by 8:00am the following morning.


You need to be registered and booked in order to stay the night.

You can always self-refer yourself to the shelter. In order to stay you will need to complete a registration form and a risk assessment, which will be carried out by one of the members of staff who will then make a decision.

You will need to go to the Folkestone Rainbow Centre in person between 10am-1pm Monday to Friday. Staff will not be in the centre on weekends, but should you need help there is an on-call phone number for agencies to ring between the hours of 10am-1pm. The number is 07711 701849 and a member of staff will meet you in town and register you.
